There are thousands of chemical facilities around the country that pose significant dangers to their workers and the communities that surround them. Not only are they vulnerable to terrorist attacks, but procedural, training and maintenance risks can, and has on more than one occasion recently, lead to disaster.

Congress is now mulling what, if any, changes it should make to the CFATS program to ensure that these facilities and the dangerous chemicals they store and process remain safe. One of the biggest concerns is getting frontline chemical employees more engaged in day-to-day security planning and risk management in an industry that is known for retaliating against whistleblowers and others who report safety risks.
