The Federal Motor Carriers Safety Administration (FMCSA) has issued new regulations that require more stringent requirements regarding driver training. These new regulations are referred to as MAP 21 (Moving Ahead for Progress 2021), and apply to all locations who train school bus drivers who require a Class A or Class B CDL License. These MAP-21 driver training requirements were to apply to all new trainees after February 7, 2020. However, FMCSA has postponed the compliance date to February 7th, 2022. These regulations do not apply to existing drivers, only new trainees.

The new regulations have two parts:

  1. New Entry Level Driver Training Requirements (ELDT)
  2. Every location to follow train the trainer practices and be listed on a Trainer Provider Registry (TPR)

What You Need to Do to Comply with MAP-21 Driver Training Requirements

  1. Compare the 93 units covering 303 practices that are detailed in the federal rule Appendix B to 49 CFR part 380 to all the subjects you currently train. Identify any shortfalls and then add these subjects to your driver training.
  2. Train your trainers in the Entry Level Driver Training (ELDT) requirements.
  3. Submit the completed FMCSA Entry-Level Driver Training Provider Identification Report and obtain your locations unique Trainer Provider Registry (TPR) number. The system to submit this form is still in creation and will be advised by FMCSA in the near future.
  4. Although not required by regulations, it is recommended that you implement a Safety Management System where you identify the hazards, analyze the hazards and the actions you are taking to mitigate these hazards.
