Reinforcing Readiness: Simplifying State Fire Compliance Management Processes

Compliance management is a constant balancing act for state fire organizations. Leaders must ensure training requirements are met, funding eligibility is maintained, and both career and volunteer firefighters receive the education they need. All of this must be done while operating under tight budgets and diverse local needs. These challenges are further compounded by the sheer scale of needing to track hours across hundreds of departments and thousands of personnel spread out across the state.

Navigating Compliance Mandates Across the State
While Kentucky and Missouri take different approaches to compliance, both emphasize the importance of accountability and readiness.
Kentucky requires 20 annual training hours for volunteers and 100 for career firefighters, tying compliance directly to funding through the Fire Commission. “We have over 740 departments in Kentucky, more than 600 of them are volunteer,” shared Carrie Wilburn, Director of Operations. “Not only do volunteer firefighters have to meet the training requirement hours, but at least 50% of the department’s members must meet the requirement to be eligible for funding.”
Meanwhile, after initial certification for basic roles (i.e. Firefigher 1), Missouri local fire department leaders set the ongoing training requirements for their departments, though state-defined training is mandated for higher-level certifications. “Missouri is a voluntary certification state,” explained Greg Landwehr. “That means the fire departments set their own requirements, but if you want to maintain advanced certifications, you’re held accountable for renewals.”
Marc Rudder, Director of Training for Kentucky, emphasized that compliance is more than a box to check. “As a volunteer fire chief,” he said, “I can go in and look at all the training my personnel have had this year and ensure they’ve received the opportunity for the 20 hours they need to stay in good standing with the Fire Commission.”
Leveraging Technology to Strengthen Compliance
The panelists agreed that digital tools like Acadis have transformed compliance management, saving time and reducing errors.
“When we were doing renewals in the past, it was all paper,” recalled Greg Landwehr on his experience in Missouri. “With Acadis, I can now process renewals in under one minute per submission. And then the game changer really was AgencyConnect.”
AgencyConnect is the only technology available that automates training submissions from local departments to state-level certifying bodies.

“The system monitors everything automatically,” Greg Landwehr described. “It counts the hours, and once they hit their expiration date, it automatically renews them. It’s been a huge time saver.” Local departments love AgencyConnect, too. Training taken in TargetSolutions is automatically categorized to the respective certification training requirement and sent directly via Acadis to the state, saving both sides significant time and effort.
In Kentucky, Marc Rudder explains how Acadis empowers individuals to stay on top of their own certification status. “With portal access, each individual firefighter can go in and do their own compliance check. That takes the burden off the chief and helps keep everyone on track,” he said.
The comprehensive system also enables Kentucky’s staff to proactively support departments ahead of deadlines. “Our personnel can log in before visiting a department and immediately see their training percentages,” shared Carrie Wilburn. “That way, we can give them a heads-up and help them stay on track.”
Kentucky also recently launched AgencyConnect and is looking forward to streamlining training data reporting for local departments on TargetSolutions. “Previous programs that were used to export training data weren’t as seamless and caused glitches in the data,” Carrie Wilburn described. “That’s something we’re excited to see. Departments want the credit for their training, and it’s important for funding.
Evolving Processes in the Future
Looking forward, both Kentucky and Missouri plan to expand their use of Acadis to support statewide readiness. Kentucky hopes to introduce more transparent reporting tools for chiefs and training officers. Missouri plans to use Acadis to manage annual fire department registration and evaluator credentialing.
